Vote-By-Mail: Modeling Voter Participation in the 2018 Midterm Election

This study examines the difference between five vote-by-mail policies in place in the 2018 midterm elections and the impact of the policies on voter turnout. The findings demonstrate that more expansive VBM policies lead to increased voter turnout, particularly among young voters who are often the most impacted by voter suppression tactics and restrictive vote-by-mail policies.
